Why is it Bad-

It is bad for a lot of reasons. The first is that tourist will have a bad impression of Brazil. Another reason is that these people may get many deseases, and they don´t have eny higene so they smell a lot too. In addition the people who have to walk to work and have to pass through this people get very annoyed and scared by those people.
